 Request to Review My Complaint

7th February 2020

Dear Elka,

Thank-you for the email dated 15th January 2020, and my image copy of a report compiled by the Police Complaints Board Sub-Committee.

I have read the report, and discussed its contents with JAH/Christ and under your unLAWful Police Regulations 2008, Section 15 (3) b, this is a request for the Gibraltar Police Authority to review the original decision of the Police Complaints Board, please.

Regulation 15 (3) (b) the complainant considers that the decision or recommendation of the Board was manifestly wrong or perverse and that no reasonable Board properly considering the complaint could have come to that decision or recommendation.

Issue 1 – The Hazardously Positioned Display-Board

1. I confess plainly that this argument by the sub-committee, took me by complete surprise.  Was this some joke or an attempt by the sub-committee to extend the exquisite torment?

2. Neither Sgt Reyes, nor PC McIntosh made the slightest mention to me of my display-board being a potential hazard. Why not, I ask rhetorically. It’s because quite palpably it wasn’t a hazard, by any stretch of the imagination. The notion is laughable.

3. The display-board was positioned perfectly safely, with precision and care, leaning against the back of a bench where I had been peacefully sat down for a two hour duration. Never once did I leave this display-board unattended, and I stress that the display board was plainly neither obstructing anyone, nor anything. Nor was it preventing anyone from walking freely along the pavement. A rucksack placed by the foot of the bench would have amounted to far more  of an obstruction than Tiny’s Big Message for The Church. 

4. In short, it is a ludicrous fabricated afterthought by the police to suddenly suggest that this was the real reason for them to unLAWfully confiscate/steal my display-board. I could have understood it fully, had I positioned my display-board, as shown below.

5. The weather was fair that fine Sunday morning, with crystal clear visibility, even if the  temperature became a little too hot for Sgt Reyes to do his job properly on this particular occasion. There was zero risk of the display-board blowing over, as there was little or no wind that morning, as can be seen from the historical weather graph of Gibraltar for the morning in question. The only wind that could be felt emanated from Sgt Reyes who made idle threats to arrest me upon his return, but upon his return he backed off, understandably so, for I’d done absolutely nothing wrong.

Furthermore, at all times, I was sat adjacent to the board, and the board was actually a perfect fit to lean against the back of the bench provided it was done lengthwise, which it was. It might have been a completely different matter had I tried positioning the board vertically against the back of the bench, but never once did I do that, and the police know it. My display message was for a horizontal, not a vertical type of display. It fitted the bench perfectly. Safety was not an issue. The police officers know this to be true.

7. When Sergeant Reyes picked up the display-board and put it in the back of the police van, not once did he explain to me that it had been a hazard, or that it had been blocking anything. He’d merely mentioned that there had been a complaint, and he had mentioned the word “harassment” in a passing context. Why do you think he failed to tell me it was a hazard? Answer: it wasn’t a hazard.

8. It is suggested here that the only reason why the true nature of the complaint has not been disclosed is to save the sub-committee’s former associate Fidel Patron from embarrassment. The only reason why this board was taken was because the message of Scriptural-Truth displayed on it had potential to cause discomfort to those hypocrites who hate the truth, and probably did because of the hypocrisy involved by so-called followers of Christ.

9. Sean knows this to be true. Jared knows this to be true. The sub-committee members probably know this to be true, and the complainant, whoever, he or she is, also almost certainly knows this to be true, too.

10. The sub-committee appear to have deliberately abjectly failed to take into account who exactly made the complaint to the police, and what was the nature of the original complaint. Any genuine investigation should have taken this into consideration and mentioned the reason for the complaint specifically. It should not be beyond the sub-committee’s powers and / or basic investigative skills to have asked for the transcript of the original call/complaint that was made to the police. There must be an incident log which can be accessed.

11. From my vantage point, it seems reasonable to assume that the complaint must have emanated from within the Methodist Church itself, with or without the ultimate blind-guide’s patronising blessing. The motivation for the complaint, most probably derived because some Sunday worshipper from the church did not appreciate being convicted by the scriptural message displayed on my board, as taken from Christ’s very own King of kings’ Bible – http://JAHTruth.net/kofk-free/Bible.

12. The abject failure of the Police Complaints Board sub-committee to ascertain and itemise the real reason for the original complaint which triggered the police response, at best shows incompetence, or at worst exposes a degree of corruption at this level. Personally, I strongly suspect the latter, and not without good reason, I might add.

13. If the sub-committee are so concerned for health and safety, perhaps they need to take a peek at inside the entrance door of the Methodist Church itself.

14. In a related earlier incident one fine Sunday morning on 2nd June 2019, Inspector Cavalo Soane came across the same display-board positioned against the rear of the same bench  in the exact same and safe manner. In his dealings with me, the police inspector who specialises in fraud, never once mentioned my display-board being a hazard, nor did he appear to take the view that it was blocking the pavement in any way. His accompanying Sergeant merely turned the board around 180 degrees, so that the message on display on that anniversary occasion of the fake queen’s fake coronation, could not be easily viewed by those exiting the church. How People Hate The Truth!

15. Had it been a hazard that morning, surely the sergeant  would have laid it down flat on the floor. Much as though I disapproved in one sense, of that particular morning’s police manoeuvre, it was nevertheless smart and diplomatic policing at its finest, and actually when properly analysed, this earlier almost identical episode lends a big clue as to the real truth behind all this. The “message” was the issue, and still remains so. The display board, as a potential hazard, is a red herring.

16. It is suggested here that the only reason for it being mentioned as hazardous in the sub-committee’s whitewash report, arises because neither the police officers nor the sub-committee members wish to disclose the truth about the real reason why the police took the display-board. It is suggested here that they collectively preferred not to embarrass both themselves and Fidel Patron, a former well-respected working associate, and a loyal servant of the less than independent Gibraltar Police Authority.

17. It is openly acknowledged here that the two police officers were placed in somewhat of an invidious position. Please correct me if wrong here, but I reassert here that the origins of this complaint came from someone within the church itself, yet the two officers, upon arrival, could plainly see that I was doing nothing wrong. My message was scriptural taken for the most part from the Gospel of Matthew.

18. Rightly or wrongly, the more senior of the two police officers nevertheless probably felt obligated to take some action. I repeat that the message deliberately displayed was merely taken from The Bible, and was purposefully meant for the eyes of so-called Bible believing Christians worshipping inside a church building. Their Minister of the cloth has associations in high places with the police, and that’s why the sub-committee conveniently, and deceitfully uttered not a single word regarding the message on display.

19. One of the first questions I got asked was the following: “Why don’t you take your protest to Spain?”. If the police officers genuinely thought that my board was such a hazard, why did neither of them ever explain this to me? They were concerned only that the message might have caused offence to arrogant over sensitive putative Christians.  I had no wish to cause any obstruction, or create any hazard whatsoever, and I unequivocally state in the strongest terms possible here, that I did neither. The message was the issue, not the board itself. Please, for your own sake, let’s not pretend otherwise any longer. God will not be mocked.

20. It is suggested that the only reason why the hazardous argument has been deployed, is because it is a vain and disingenuous attempt to save face.

21. At the time of this incident, I had every sympathy with the plight of the two police officers attending, but the arguments proffered to justify their actions simply do not wash. Why can’t they just tell the truth and admit that perhaps they were stuck between a rock and a hard place with this one incident, and they in their wisdom decided that an arrest would be inappropriate. Their line should have been that they were simply there to keep the peace, and in many respects, they succeeded in doing that in an entertaining and sociable manner, as my peace wasn’t really being disturbed, as I was actually enjoying the banter with both of them.

22. The sub-committee’s integrity would have been much better preserved had they quoted Christ’s own words back to me, to fully justify the actions of the police. I’d have fully respected that.

23. As for the alleged theft, well, it is not denied that the Sergeant could have plausibly claimed that he merely confiscated my board temporarily to prevent a breach of the peace, and while I was at no stage threatening to breach the peace myself, I’d have understood his difficult position, and fully respected his honesty. I would have merely pointed out to him that he had acted without proper jurisdiction.

Issue 2 – The Threat of Arrest

24. While I fully stand by the accusation that I was idly threatened with arrest, the sub-committee appear not to have any independent witness to what went on, so understandably they can’t referee fairly on that issue, and in fairness to them, they have not attempted to do so.  It’s my word against the word of two police officers.  I understand that, and accept the sub-committee’s explanation, even though I am the only one keeping God’s Commandments about not bearing false witness (telling lies), and am the only one telling the truth.

19:15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.
19:16 If a false witness rise up against any man to testify against him [that which is] wrong;
19:17 Then both the men, between whom the controversy [is], shall stand before the “I AM”, before the priests and the judges, which shall be in those days;
19:18 And the judges shall make diligent inquisition: and, behold, [if] the witness [be] a false witness, [and] hath testified falsely against his brother;
19:19 Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.

25. All that said, the police are known to lie on oath to secure convictions, and other selfish perverse results. I need look no further than my own former utterly corrupt police force, namely South Yorkshire Police, who helped plan and cover-up the 7/7 London Bombings, and cover-up the truth about the Hillsborough Disaster, right up to present, in order to appreciate first-hand the evil extent to which police officers are prepared to lie in an attempt to preserve their own reputations.

26. Therefore, I feel qualified  to express a degree of disappointment in the two police officers. This incident on 21st July 2019, turned into a game of brinkmanship, and they lost on this particular occasion when I stayed put waiting for them to return, and when they did return and I was still there waiting for them to arrest me, they were at a loss. They lost that little game of chess played over the chequered board, yet instead of resigning the game with dignity in tact, they fought on, and did not have the decency to come clean about the prior threats that were made to arrest me.  In particular, Sergeant Reyes could and should have come clean on the very specific warning and ultimatum he gave me. It would have gained my utmost respect had either of the police officers been honest enough to have done that much. Police officers should set a good example by always telling the truth. When they lie, how can they be respected by the public, and expect others to tell the truth?

27. Within hours of the incident occurring, here’s how I reported it to JAH, Who is CHRIST in His Second Coming.

Issue 3 – All The UnLAWful legislation Cited by The Sub-Committee

28. It is noted that the sub-committee saw fit to cite the following unLAWful legislation in their report.

  • Section 83 (C) of The Traffic Act.
  • Section 550 (1) {a} and {b} of The Crimes Act 2011.

29. Are these not arrestable offences under your unLAWful legislative practice, I ask myself rhetorically. Why was I not arrested if the officers believed at the time that I was guilty of the above offences, while refusing to back-down?

30. My parting shot is this, and with respect, you would all do well to take note. The Royal Gibraltar Police gets its jurisdiction from Elizabeth, the fake queen who swore to maintain the Laws of God to the utmost of her power during her phoney coronation ceremony on 2nd June 1953. She made that promise in front of the world at large, in a solemn oath by kissing The Bible, as she pronounced it for the whole world to witness.

31. What did that promise entail? The answer is hidden in plain sight within The Torah.

Deuteronomy 4:2

Ye shall not add unto the word which I command you, neither shall ye diminish ought from it, that ye may keep the commandments of the LORD your God which I command you.

32. Countless times, has the fake queen Elizabeth broken her oath. She has done this by giving royal assent to countless fraudulently legislated acts of parliament over the entire duration of her sixty-six years and a bit, of misrule of The British Commonwealth, which includes Gibraltar, I warrant.

33. The legislation cited by the sub-committee is strictly forbidden under God’s Law, which is the only LAW which the fake queen promised under oath to maintain to the utmost of her power.

34. No law-breaker can be a law-enforcer, in the sight of The Lord.

35. By citing unLAWful legislation, collectively you as a body are doing yourself no favours whatsoever when it comes to Judgement Day in The Sight of The Lord, which could not only be coming soon, but when that Great and Dreadful day of The I AM does come, it could hardly be more germane than for here at Gibraltar!

36. My advice would be for you NOT to consult with Fidel Patron for spiritual or scriptural insight or guidance on any of this, as your former working colleague is just a blind-guide fast leading his blind flock astray to face The Fire, and this cowardly Minister of the cloth, is currently working for Satan, as an enemy of Christ, and not working as a true follower of Christ, which is just a pretence.

Concluding Remarks

37. I have no doubt whatsoever that the two police officers were doing their very best to keep the peace on 21st July last year. In their banter with me, they were friendly enough. The sub-committee’s report was also helpful enough to reveal the identify of the two officers, so thank-you for that, too.  I duly did a little research on Sean and Jared,  before penning this article. It was a privilege to read about their brave and commendable exploits in policing work over the years. I have nothing but praise for their acts of bravery in the face of danger.

38. However, as far as this seemingly minor incident is concerned, neither they, nor professional standards,  needed to fabricate an artificial reason to justify their taking of my display-board.  I don’t want either of these officers disciplined from within, but I do want this case study to be used by the Gibraltar Police Authority and Senior Command Team of The Royal Gibraltar Police, to help illustrate the important point, that honesty is always the best policy, and that the police should NEVER lie, and thereby set a good example to others. That Peelian principle applies to sub-committee members, and not just our well-loved “Bobbies On The Beat” who need to work hard to win back the public’s trust by being honest and helpful.

39. It is my intention to escalate this complaint towards the local ombudsman, should I receive yet another patronising response from the Police Complaints Board. Enough is enough on that score.

PART ONE – NATURE OF THE COMPLAINT

1. This is a complaint against the criminal conduct of two officers from the Royal Gibraltar Police.

2. The nature of the complaint is fourfold.

3. One of the police officers stole my display-board, while the other police officer stood by and allowed himself to be complicit in the criminal act.

4. Both police officers made repeated threats to arrest me if I did not comply with their orders, which were UNLAWFUL.

5. Both police officers failed to keep their promises and arrest me when I refused to comply with their UNLAWFUL orders.

6. The Royal Gibraltar Police have so far abjectly failed to return my possessions which two of their officers stole from me.

PART TWO – DESCRIPTION OF THE INCIDENT

7. On 21st July 2019, some time after the start of the Sunday morning worship service at the Gibraltar Methodist Church, I strategically placed a large portable display-board outside the church premises, laying it against the rear of the park bench, with an important scriptural message on it, facing the church entrance doors. I then began what was intended to be a silent and peaceful vigil outside.

8.  The display-board with its message was deliberately positioned there, so that it could be easily seen by members of the congregation exiting the church premises after, and not before, the worship service.

9. For over two hours, a silent vigil was performed outside the church, and at some time, approximately between 1:30pm and 2:30pm, two uniformed police officers from the Royal Gibraltar Police approached me, and after some brief discussions, they then stole my display-board.

10. Just prior to stealing my display-board, the two police officers, informed me that they had just received a complaint from the Gibraltar Methodist church.

11. I do not know the identity of the complainant, but it seems reasonable to assume that the complaint originated from a church member who ironically took exception to the display of Christ’s words and that of His Apostles in New Testament Scripture.

12. Neither do I know the identity of either of the two police officers involved in the theft, as no collar-numbers were seen by me.

13. That’s not to accuse them of not wearing their collar-numbers correctly, rather it is to say that at no stage did I recall seeing them when wanting to see them.

14. The A0 sized display-board merely contained the following Holy Scripture, as taken from JAH’s King of kings’ Holy Bible.

16. An alleged offence of “harassment” was mentioned, although the nature of the alleged “harassment” was never once explained to me, and I was left at a complete loss as to how I was harassing anyone, by quoting Christ’s words to people who claim to be Christians.

17.  I was sat on a bench in a public area beside a display-board showing Holy Scripture from Christ’s very own King of kings’ Bible, while doing one of my silent vigils, the likes of which the Police Commissioner is already familiar with from this time last year.

18. After looking at the display-board, and presumably reading what was on it, the two police officers asked me if the exhibit was mine. I replied in the affirmative.

19. One of the police officers then asked me why I did not take my protest across to Spain. I replied that it was not a protest, but it was a message from Christ for the churches in Gibraltar.

20.  I would like to add here that the message is also very poignant for British Israelite Sovereignty and Jurisdiction.

21. Notwithstanding the above, the first police officer said it was Sunday, very hot, and he was in no mood to enter into any discussions about it.

22. Then he repeatedly instructed me to leave the area, and take my display-board with me, so as to avoid a breach of the peace.

23. Repeatedly, I respectfully and courteously refused to budge, as I knew I was doing absolutely nothing wrong, and from my time as a Principal Intelligence Analyst in the police, including a Home Office award winning year spent as a Volunteer Special Constable in the UK, I knew full well that I was acting within The LAW, and I also knew that I was there in accordance with Father’s will, and Christ’s full approval.

24.  How I was supposed to be at risk of breaching the peace, equipped merely with a display-board with Holy Scripture on it, was never satisfactorily explained to me.

25. At no stage was there any confrontation with any church-goer, either inside, or outside the church. I did not enter the church on Sunday. Furthermore, my interaction with the two police officers was at all times polite and good-natured, throughout.

26. While remaining seated on a public bench, I was repeatedly asked to move away from the nearby church premises.

27. However, as I was not on the church premises, but rather on a public pavement, sat on a park bench, I quite reasonably refused to budge.

28.  Despite my entitlement to be sat on a public bench, I was repeatedly told that if did not move away from the area and take with me my display-board, then I faced arrest.

29. The two police officers were UNLAWFULLY ordering me to go against The Word of God, under the threat of an arrest.

30. In response to each and every repeated warning, I repeatedly pointed out to the two police officers that they were acting without jurisdiction, and I repeatedly reminded them that no offence whatsoever had been committed by me.

31. There was no harassment, no breach of the peace, and if anyone was threatening to breach the peace, it most certainly wasn’t me. In fact it was my peace that was being disturbed by the police.

32. To all parties concerned, let me be quite clear on this. I remained peaceful, passive, and friendly at all times, and I challenge anyone present during the day, as potential witnesses, to provide any evidence whatsoever to the contrary.

33. Politely, and in a totally non-threatening manner, I gently informed the two police officers that if they felt such a compulsion to move me on, then they had better arrest me UNLAWFULLY, if they so wished, because I was not going anywhere voluntarily without an arrest.

34. The police officers were reassured that I would not resist arrest, if that’s indeed what they wanted to do to me.

35. In order to show that I posed absolutely no threat physically to anyone, or anything, I even held out my wrists, with hands gently clasped, while openly inviting the two police officers to hand-cuff me, if they wished to do so. Voluntarily budging from my position was not an option for me in The Sight of The Lord. No arrest followed.

36. When the two officers realised, firstly that I was not about to comply with their UNLAWFUL directives, and secondly that I was clearly not fearful of getting myself arrested if need be, the two officers, rather than keeping their word and arresting me, as per their prior threats, instead stole my display-board, putting it in the police van.

37. I objected saying this was now theft of one of my possessions. I re-assert here that the police officers acted in the full knowledge that I was doing nothing wrong, and I was perfectly entitled to be where I was, and as with events on Gibraltar National Day last year, it was fanciful in the extreme for the prejudicial police to consider me being a physical threat to any-one.

38. Meanwhile, the second police officer, stayed beside me, and persistently tried in vain to persuade me to move away. In stating my reasons for flatly refusing to follow their UNLAWFUL orders, no budge from the bench occurred.

39. It was pointed out that the police officers, by taking my display-board without my express permission, and amidst my protestations, were now in the process of actually committing the criminal offence of theft from a person.

40. At that moment, I saw a few members of the church leadership team, momentarily stood observing the unfolding street-theatre. Nothing was said to any of them.

41. I merely smiled nicely at one of them, but I was nevertheless glad that they could at least witness first hand the friendly engagement of their so-called “harasser”.

42. The second police officer said to me that he himself had not actually stolen the display-board, implying that the other police officer had been the one who had committed that particular offence.

43. It was nice to be reminded of the obvious, and rather than accuse the second police officer of being fully complicit in the first police officer’s theft, as I perhaps should have done, I simply smiled at the second officer, and informed him that the words on the display-board, had actually come from The Second Coming of Christ, for Whom I work as a disciple. That’s true whether it is believed or not.

44. While the general discussion remained at all times reasonably good-natured, I was nevertheless making a very serious point to the second police officer.

45. Sadly, all I got from the first police officer was one more warning notice that if I had not moved on by the time of their return, I would indeed be arrested.

46. I was duly told that alternatively, if I followed the van on foot, then I could collect my display-board at a point some unknown distance away from the church.

47. However, just as I sought clarification, as part of an attempted exquisite torment, the van slowly drove away in a deliberate stop/start fashion. I felt this was a little bit unprofessional, but I confess plainly that I could also see the funny side of it. However, I wanted no part in their cat and mouse game, so I sat back on the bench and waited for them to return to arrest me as promised.

48. I duly waited patiently to see if the two police officers would return to keep their word about arresting me.

49. About fifteen minutes later, the two police officers did indeed return in their van to the scene of their crime, where the criminal offence of theft from a person had occurred a quarter of an hour earlier.

50. Other uniformed police officers were now in the back of the van, but none got out.

51. The first police officer instead of arresting me as he promised, invited me again to follow the van on foot, in order to collect my display-board, but when I approached the van for clarification, the police simply drove off again.

52.  I suspect they did this to save a bit of face, because they would have known full well that arresting me, for doing absolutely nothing wrong, was not really an attractive option for them, and I suspect they knew full well that they would be on very dodgy ground if they escalated matters.

53. By this time, it was the church premises, rather than me getting locked-up, and the smallish Gibraltar Methodist Church Sunday services’ congregation had for the most part vacated the area.

54. No part of their service at any time was interrupted or affected by my vigil, and so most I dare-say, were blissfully unaware of what was going on – such was the degree of “harassment” on show.

55. There had been no scenes. Nothing unsavoury had happened, other than officers had given back-word about arresting me, and my display-board had been nicked by a copper to save face, and perhaps keep on the right side of a police authority member named Fidel Patron – the Minister there.

56. A church member whom I know on first name terms, named John Culato, who was the one locking up the church premises, came over to me, said hello, and shook my hand by way of a warm greeting. We did not discuss the police presence, save me mentioning that the Royal Gibraltar Police had just gone and nicked my display-board, for no good reason.

57. The following Monday morning, late Monday evening, and Tuesday morning, enquiries were made to the police about the whereabouts of my display-board, but as at Wednesday morning, I have had no success in locating my board and retrieving it, as the Mosques are next on my list of things to do with it.

PART THREE – THE ALLEGATIONS AGAINST ME
58. As briefly mentioned in paragraph 9, at one point in Sunday’s incident, one of the police officers used the word ”harassment”, in conversing with me. I am uncertain of the exact context in which the word “harassment” was deployed, and I do not know the identity of the complainant.

59. If displaying unequivocally unambiguous Holy Scripture taken from The Holy Bible, in a public place on a Sunday morning, for the benefit of Sunday worshipping Christians, who purport on their very own website to live by The Word of God, amounts to harassment, then so be it. It shows that the complainants are hypocrites who are the enemies of CHRIST, not followers of Him.

60. With the above in mind, I hereby challenge and encourage the complainants to follow-up their deeds in accordance with God’s Law and press ahead with any harassment charge which seemingly has been levelled against me, if the words of the first police officer are anything to go by.

61. Perhaps THE COMPLAINANT might like to call upon Inspector Cavallo Soane, as their witness to a previous peaceful and friendly close encounter at the same location.

62. Or alternatively, perhaps THE COMPLAINANT might like to be reminded of how a Police Authority Member played a major part in fulfilling John 16.

63. In short, the complainant’s actions run contrary to words of the Gibraltar Methodist Church website where it says this:

“We believe in the Bible as being the inspired word of God, given for our instruction.”

“For the word of God is alive and powerful. It is sharper than the sharpest two–edged sword, cutting between soul and spirit, between joint and marrow. It exposes our innermost thoughts and desires.” (Hebrews 4:12)

64. The UNLAWFUL follow-up actions of the Police, without proper investigation, arguably bring into question the impartiality of The Royal Gibraltar Police, particularly as the Methodist Minister just so happens to be a member of The Gibraltar Police Authority.

65.  Whilst displaying Holy Scripture publicly may not be that fashionable in Gibraltar, in the modern era, since when has it been made illegal, under your government’s UNLAWFUL legislation?

66. Here in Gibraltar, within the Crime Act 2011, Part 6, the offence of harassment is itemised in detail. Perhaps the Police Complaints Board should ask one of their long-standing Police Authority members how passively displaying Holy Scripture from chapter six of The Gospel of Matthew, and chapter 17, of The Book of Acts in a designated public space amounts to harassment of a church openly proclaiming on their website that “The Bible is the inspired word of God, given for our instruction?”

PART FOUR – THE POLICE ACTIONS WERE UNLAWFUL

67. From the onset, I advised the two police officers that their actions on this occasion were UNLAWFUL, and that they had no jurisdiction over me in this instance. I was not breaking THE LAW, and was in no way shape or form threatening to do so.

68. The argument in support of this advice about their jurisdiction, which I freely offered to the police officers can be found within The Challenge document and is ALSO attached here as Appendix A.

69. However, Sunday was admittedly a bit too hot for the first police officer to do his job properly and properly assess the situation, which is something he plainly did not do. I conclude that neither of the two police officers involved in the theft, have the faintest notion of where they really get their jurisdiction from.

70. Police Complaint Board members are advised not to make the same mistake as the two police officers. Furthermore, any replication of the wilful blindness previously on show as a result of the Casemates Square Blues incident, on Gibraltar National Day last year, will be no excuse on Judgement Day.

PART FIVE – THE REMEDY
71. There are four component parts to the remedy.

72. First, I request that my display-board be returned to me without delay, and a sincere and friendly apology from the two misguided police officers would be particularly well-received.

73. Second, as a learning lesson, I want the Police Complaints Board to examine whether it is ethical for police officers to make idle unlawful threats of arrest, as they have plainly done in this
instance. I consider the police conduct, in not following up their promises/threats to unlawfully arrest me, to lack integrity and therefore amount to an abuse of power.

74. Third, if Fidel Patron, or indeed any other member or members of the Gibraltar Methodist Church, wish to file an official complaint of “harassment” against me to The Royal Gibraltar Police, then I would happily hand myself in, and duly stand trial under God’s Law for such an accusation. God’s Law is the only LAW which Elizabeth, the fake queen promised to maintain to the utmost of her power.

75. She did this by swearing on and kissing The Holy Bible as part of The Coronation Oath on 2nd June 1953, and whether the Police Complaints Board members like it or not, that, and that alone, is the sole source of The Royal Gibraltar Police jurisdiction over me, before God.

76. If I have broken THE LAW in this particular instance, let me be duly punished in accordance with God’s LAW.

77. Fourth, if my arrest is under serious consideration by the Royal Gibraltar Police, then with respect, I recommend that Inspector Cavallo Soane, who I understand is quite an expert in fraud by all accounts, be the Royal Gibraltar Police officer designated to invoke such an arrest, as the fraud underpinning and related to this incident vitiates everything.
